This resolution, HCR 6, re-declares to the US Federal Government that NH has the right and obligation to be recognized as an entity separate and distinct, as a Republic, from the Federal Government, in a contributive state of association with that Federal Government VOLUNTARILY, and RESERVES ENUMERATED RIGHT to dissolve that stated voluntary relationship, in part or whole, should Federal Governmental action(s)willfully violates the terms of that relationship as declared in the US Constitution.

In other words, NH  is not subservient to any federal government, but a peer of all other states in a mutually benefical voluntary confederation.
